Diggle Diversion from 19th April

by Garth Harkness on 12 April, 2021

The main highway works will commence on Monday 19th April 2021 which shall include the following:

  1. Completion of the access road to the new school
  2. Widening of the footway on Huddersfield Road and rebuilding various boundary walls
  3. Construction of new car parking areas
  4. Construction of retaining walls at the junction of the Huddersfield Road and Standedge Road
  5. Installation of new traffic signal on Huddersfield Road
  6. Installation of new or modified Traffic Regulation Orders

The current construction completion is before the end of winter 2021/2022 although we will try to complete before then. Once the work is completed the highway in this location shall provide safer provision for all road users including residents and school children.

In order to minimise displacement of on street parking and to carry out the works safely a range of traffic management measures will be installed:

  1. A one-way system southbound on Huddersfield Road between the school access road and Standedge Road. Traffic wishing to travel northbound on Huddersfield Road will be directed as follows;
    1. North along the A670 Standedge Road to its junction with the A62 Huddersfield Road,
    1. Turn right onto A62 Huddersfield Road.
    1. Continue eastbound along the A62 Fields Road/Huddersfield Road.
    1. Turn southbound onto Huddersfield Road.

a)           A prohibition of driving Spurn Lane so that the access is for residents only

b)           A revocation of the three tonne weight limit restriction (TRO) on Huddersfield Road so that this can for part of the above diversion

All diversions and changes to the highway will be signed accordingly and these measures will be installed for the majority of the scheme construction.

The Order:

The Oldham Borough Council intend to make a Temporary Order under the Road Traffic Regulation Act 1984, as amended, the effect of which will be to make Huddersfield Road Diggle one way between Standedge Road and the proposed school entrance

Spurn Lane will cease to be a through road between Standedge Road and Huddersfield Road – physical barriers will be introduced to effectively make it 2 cul de sacs.  Right turns will be prevented from Spurn Lane onto Standedge Road

On A62 Huddersfield Road 43 metres south of Tetley Bye Road to 938 metres north east of Huddersfield Road Diggle reduce the speed limit to 30 miles per hour.

Alternative Route

Huddersfield Road Diggle (One Way Working) – Standege Road, A62 Huddersfield Road, Huddersfield Road, Diggle

Spurn Lane, Diggle (Prohibition of Motor Vehicles) – Standedge Road, A62 Huddersfield Road, Huddersfield Road, Diggle

Spurn Lane, Diggle (Prohibition of Right Turn) – Standedge Road, Wool Road, Wool Road Turning Circle, Wool Road, Standedge Road

The Order is to be made to allow highway works associated with the new school and will be in force for 18 months from 19th April 2021, or until the works have been completed, whichever is the earlier.
